This collection of essays discusses the first commercial encounters between a China on the verge of social transformation and a fledgling United States struggling to assert itself globally as a distinct nation after the Revolutionary War with Great Britain. 為維持證券交易市場之秩序及穩定，金管會之前宣布自104年8月24日起實施禁止平盤以下放空等措施，以減緩證券市場非理性賣壓及恢復投資人持股信心。鑑於8月中以來國內外經濟情勢及國外主要證券市場已逐步回穩，整體證券市場穩定度已大為提高，金管會經審慎評估後決定自104年9月21日起，恢復投資人得於平盤以下融券及借券賣出。

金管會將持續密切關注國內外金融情勢及證券市場交易狀況，適時進行評估及應變。
